The Cardinal took care of reconquering large areas of central Italy by implementing a control policy thanks also to the "Rocche", starting from Orvieto. He built numerous fortifications that had the purpose, not only to strengthen the Papal State on a military level, but above all they allowed a control of the communication routes and the population.
